Some developments do not require planning permission, however it is always best to find out from your local planning authority or a legal professional if your works do or do not require planning before starting your project. Even if you are advised that you do not need permission, it may be useful to apply for a Lawful Development Certificate, as this proves that your building is legal.
If you do require planning permission but you proceed without it, you will have committed a planning breach and the local planning authority could take enforcement action.
