A consultation has been launched regarding the implementation of the Social Tenant Access to Information Requirements (STAIRs).
The consultation seeks views on the requirements for registered providers to disclose specific details about their operations, and for tenants to obtain information pertaining to the administration of their residence.
Tenant Requests for Information
Under STAIRs, tenants would be able to request information relevant to them, including:
· Property conditions, repairs, and improvements: tenants experiencing damp and mould could request information on how many other homes in their building have the same issue, and what action has been taken to resolve it.
· Repair times and whether landlords are complying with them.
· Anti-social behaviour
· Health and safety: including information about breaches, and outcomes of inspections.
· Estate management
Timely Responses
Tenants should receive a response to their requests within 30 calendar days. If they are dissatisfied with the management of their request, they have the right to lodge a complaint with the Housing Ombudsman.
The information which registered providers will need to make available includes:
· Information about governance and decision making: including senior staff names and roles, organisational structure, decision making processes and policies.
· Spending
· Housing stock management: including maintenance work and stock transfers.
· Performance
· Housing services
· Lists and registers
· Social housing management
It is important that registered providers familiarise themselves with the proposed new requirements.
